[FEAT] Change `payload_type` from integer to string

As a developer, I want to be able to have terraform as human readable as possible. payload_type variables in the terraform schema should be referenced as their equivalent string, and mapped to integers by the underlying provider. This makes things much easier to read without a reference doc.
