Merge rust-bitcoin#345: Release tracking PR: v0.19.0

839fcb6 Bump version to 0.19.0 (Tobin C. Harding)
1c60b52 client: Remove stale changelog file (Tobin C. Harding)

Pull request description:

  In preparation for release add a changelog entry and bump the version number.

  Patch 1 is a trivial cleanup of an old stale changelog file, no longer used.
