Automated creation of Video Blender projects

Added a "New Project" tab for Video Blender to automate the process of setting up a new project

• creates source PNG frames from a MP4 video
• creates a set of repair frames using resynthesis
• duplicates source frames to initial set of restored frames
• synchronizes frame numbers between the three sets and the UI
• saves the new project
• each process step is optional and can be enabled/disabled

• Video Blender project settings are now automatically loaded when a project is chosen in the dropdown
