Environmental Variable for Default Theme?

Is there an environmental variable that I can use to set a default theme? Or how would I go about setting that?

window.uiTheme = 'sketch';

added to PreConfig.js in a mounted volume should work, but doesn't seem to when mounted. If I do that locally it works.
