Empty recent repo list

Describe the bug
I set option notARepository: skip in config.

Now if I have only one repo, the recent repo list is still poping up.

Can we remove the popup in this case?

set option notARepository: skip in config.
start lazygit

Expected behavior
No popup at all

I think I am really asking is to completely remove this popup at all. Because my previous repo is already opened anyway, if I need a different recent repo, I can use r to open it. Why I need to press one more time to let the popup going away.

Yeah, the request makes total sense.

There's just some minor complications with existing test code that I'm still trying to get figured out.

I've gotten a bit stuck on this, and don't quite see a clear path forward. Dumped my work into a draft PR in case anybody wanted to take off from where I'm at. The main problem was setting up the testing to be happy. #4642
