I just wrote this tool stub yesterday and I get the same error on Windows, if that helps?

Figured out some more. mise correctly downloads the binary into its cache in a http-tarballs subdir in the cache dir. I think mise/installs/.. symlinks to that, because that's where mise itself says it's executing from. Either way, the binary doesn't get the .exe extension, meaning it cannot execute. After manually changing that manually we're good:
