Question about stability of HLO

OpenXLA and StableHLO exist now (and didn't at the time of that comment) so I wonder whether it's still an issue.

If it is still an issue, how is XLA versioned? I looked briefly, but didn't see any standard version numbers to use.

@hawkinsp do you know if it's safe to use the HLO from jax.xla_computation(...).as_serialized_hlo_module_proto() as a persistent storage format?
