NLP: JAX Machine Translation (#107)

* Adding english-to-spanish machine translation with encoder-decoder transformer

* doc build complains when H1 not at highest level

* adapting Victors comments, sans dataloader work

* update dataloader process, as well as tweaks to optimizer and hyperparams for faster training
