How can I create a api for basic user?

I'd like to create an API for a user with minimal privileges.
But I can only create it from the current user.
How do I create it?

I've assigned these permissions to the user, so I can.

However, there's no way to create the API without first logging in with that non-privileged user.

If I don't assign all these permissions, I can't create the API.
