Scrolling broken in issue description

Create an github issue with many lines.
"Touch move" inside the description scrolls the full outer form, but not the text content part.

I just tested with 1.4.2 still "doesn't work" aka it is (if you have one with arrow keys) possible to navigate up and down with the keyboard but dragging the text field doesn't work for scrolling, that is the whole form is moved.

More diagnosis: the issue is due to the device info textview making the whole layout so large that it starts scrolling, leading to two nested vertical scroll views, collapsing the device info makes the issue go away.

IMHO this is fixable, just actually building the library in my setup seems to be a bit temperamental and I need to fix that first.
