[Tried to] add Janet to openSUSE's build service.

For those unaware, the OBS is a giant build pipeline for the packages used by openSUSE. It allows users to also contribute their own package in an AUR-like fashion. Users of openSUSE Tumbleweed can install Janet with the following commands

zypper addrepo https://download.opensuse.org/repositories/home:PFPoitras/openSUSE_Tumbleweed/home:PFPoitras.repo
zypper refresh
zypper install janet

This includes a barebones .spec file which could be used to build RPMs. The file itself is crudely done, since I have next to no experience making these. It does install and work, though. Hopefully it's a helpful starting step.
