Why
When talking to @twentylemon offline, it became quite clear that the way this content is presented is kinda' terrible. It feels like it's trying to pin down some hard rules and definitions of things that really are neither. In fact, it's simply functions and function arguments.

The whole "tuning " topic. The subsequent topic on comparing can be separate

Low priority for Fall 2023 as the content just needs to be made at this point. Work on this for future iterations of the course.
