@Thevstcraft Could it be that a virusscanner is blocking the exe? The exe is not signed. So it's normal that Windows users will get a popup like this:

If you don't get this popup, it sounds like some security software other than Microsoft Defender is blocking it.

Please try the following things, in this order:

1. Redownload the installer exe and try to run it again.
2. If that fails, right-click the installer .exe, and in Properties see if there's an Unblock option that you can check.
3. If that fails, right-click the installer .exe and run as administrator.
4. If that fails, check if there are Windows updates that you can install.
5. If that still fails, see if there are entries in Event Viewer → Windows Logs → Application or System around the time that you last tried to run the installer.
