Add a visual editor for the configuration file

The decisional path of come-partecipo.italia.it is configured with a YAML file.

Editing a YAML file is acceptable for technical people, but quite difficult for non technical ones. Ideally there should be a visual configurator with a user friendly UI that can read and generate the YAML file, to allow everyone to contribute with new questions / answers / and paths.
