About the release of version 3.8

Final work was being done on the official release, but the release has been delayed due to a number of issues that needed to be fixed.

One person who helped me review Charu3 SE has reported that it crashes or can't paste, but I can't reproduce the problem.
I would be very grateful if more people could try it, and give me feedback even if it works fine.
