Add Appswitcher in app bar

MUCGPT is becoming (or already is) a very relevant "application" used internally at the city of Munich.

To provide those internal users an easy and quick way to switch between "relevant" applications some of those applications already integrate a "Google-like" app header item that lists those applications using https://github.com/it-at-m/appswitcher-server

What it could look like:

Integrate a "Appswitcher" in the app header bar of MUCGPT.

• integration should be configurable (enabled/disabled), disabled = no appswitcher item in the header bar
• appswitcher-server instance url and requested tags should be configurable

Integration can be done relatively easy (using iframe), for Vue there is a prebuilt component: https://github.com/it-at-m/appswitcher-vue - i guess this could be a starting point for a React implementation

@eidottermihi , thanks for your suggestion!

We are currently migrating MUCGPT to Refarch (using API gateway, LHM github actions, ... still keeping the react frontend) and are planning some major architecture changes to enable the creation and sharing of custom assistants.

If we find time in between, or get a new employee in September, we would build our own Appswitcher React component and integrate it into MUCGPT.
