Implement CV as python package

Package should be easier to support. There may be defined some requirements, which will be installed/updated automatically. Package version may be helpful to identify CV launches. Seems, deployment procedutre should be easier. Need to think about.

Currently I'm not sure we can put CPAchecker and Klever build into the package, whitout which this package won't work

Can we download and install them during package configuration in setup script?

I don’t see much reason of it, because tools should be located in specific place and may be updated in process. We still get some deploy directory with scripts and tools
