I get this NEVPNErrorDomain when trying to create a tunnel to an external host. Note that ssh to the same host works fine. Let me know if you want more details

Could you try to delete the VPN setting created by WebSSH ?
iOS > Settings > VPN > VPN-Over-SSH

The setting will be created again when you will try to connect to your tunnel.
