Improve js-libp2p development tools

js-libp2p is an essential part of the IPFS service worker gateway project to decrease reliance on centralized gateways, but its devtools need improvement. We will improve debugging capabilities by finishing user experience improvements, publishing DevTools to browser extension stores, adding DHT capability detection, stress testing debug tools in the browser, publishing as a standalone electron app, etc. Work on this will be done in js-libp2p-devtools repo.

Expected impact

Decrease reliance on IPFS centralized gateways by improving developer experience and debugging capabilities in js-libp2p. Bonus: make it easier for developers new to js-libp2p or to p2p in web browser environments to get started with libp2p

Key users

The primary beneficiary is Helia, especially for the service worker gateways project. Additional beneficiaries are Lodestar, OrbitDB, etc.
