[ovsp4rt] DPDK PrepareTunnelTermTableEntry truncates tunnel_id

The DPDK variant of PrepareTunnelTermTableEntry encodes the tunnel_id as a single byte.

The tunnel_id action param is bit<24>.

• The unit test should expect, and test for, 24-bit values.
