while OPI is using https://github.com/opiproject/opi-api/blob/main/security/v1/ipsec.proto
which was aligned to https://github.com/ligato/cn-infra/blob/master/examples/cryptodata-proto-plugin/ipsec/ipsec.proto

clarification is needed here
