Access sub-identity through `DelegationToken`

Description

Our SC's ControllerExecution Proposal doesn't support the use of DelegationToken to access the sub-identity. Create a new proposal, which deprecates ControllerExecution, that allows using DelegationToken to access the sub-identity.
