Fix create post page ui

Add the menu bar and message bar like in the home page. For the create post card, half of the card will have upload image section and other half will take inputs like caption, filters and tags.

@Upasana0710 is the above design is what you are aiming for, where there will be 2 sections on both sides and the container with the upload functionality will be in the center with a 50:50 ratio of width for the inputs and post-image? If so then I would like to work on this.

By clicking on create post new page should appear there you should 50:50 ratio and improve the ui.
