Android Quick Action Localization on Remote Push Notification Receiving Device

Hello, I'm wondering if it's possible to localize the quick actions for Android notifications on the receiving device of a remote (FCM) push notification?

Correct me if I'm wrong, but it seems that you can localize on iOS once the categories are created and a notification comes in, but since we have to set the quick action options on Android at time of notification sending, is it possible to localize them on the receiving device?
