[UR][NFC] Make file generation less chatty (#17191)

Two changes here to make the `generate` target produce less output:
* Bump the Doxyfile version. This stops it complaining about removed
  features. Besides build dates, there is no bytewise difference in the
  generated documentation files.
* Remove a presumably-debug print from the mako helper scripts.
