CMPLRLLVM-36704: Fix CodeGenSYCL/unique_stable_name.cpp

Differences in flag meanings between the community and sycl
implementations results in this needing a slight change.  The commit
conflict resolution resulted in losing this difference.

This commit restores BOTH sides of the cc1 command to be correct.
