test: re-enable tests disabled by #5197

I've temporarily disabled some tests in #5197 related to OSV (because our cache currently doesn't hold OSV data) and EPSS (because something was wrong there and I'm not sure what).  

If anyone's got time to investigate, please see the list of files changed in #5197
