Allow all (possible) options to be configured through config files.

E.g. --metrics-interval is not possible to be setup in config file and needs command line flag to be specified.

**Why this is needed**
When deploying through Gardener extension I would like to be able to deploy "pure/empty" cri-rm as default and then allow user to specify whatever is needed by dynamic configuration through cri-resmgr agent.
