MAINTAINERS: Update maintainers for ChromeOS USBC related drivers

Add a few new members of ChromeOS USB team for the USB Type-C related
drivers for ChromeOS: cros_ec_typec, cros_ec_ucsi, and cros_usbpd_notify.
