Choose the UI for navigating through the teal features

This is what the main branch version of teal looks like

Broadly we have three choices:

1. Design 1 - We have widgets like links that show an underline when mouse is hovered.

2. Design 2 - We have widgets like button that change the background color to a light shade of the primary color

3. Design 3 - We have mix of both these widgets. Drop-down widgets are links while popup buttons are more close to buttons.

All three designs will work well for custom bslib themes. Here's an example of what happens when user provides:

Please add your thoughts about your preference. I've linked the deployment to each app so you can test them before choosing/adding your comments.

Among the 3 options, I would vote for 1. Yet I am not sure about bringing the buttons (Bookmark, Snapshot manager and Filter Manager) to be parallel with modules and reports. To me the most immediate impression is that they're not the most critical component (especially Snapshot manager and Filter Manager), but they are presented as if they were as they take a lot of space. My personal preference is for them to stay as icons on the right.

@kumamiao Thanks for your comments. I think it is a valid perspective. How about these two options for those secondary interaction widgets as icons:

1. Option 1 - The icons expand to reveal the label on hover

2. Option 2 - The icons show the label tooltip on hover

Thanks @vedhav for the quick reply! I prefer placing of the buttons in these 2 options to the 3 options above. No strong preference between the 2 options from my end. I think 1) is more engaging and can encourage users to explore the buttons. 2) is more concise and subtle. Given that we do not have many buttons, 1) may be a good try to encourage users to use the buttons more.
