Description

Complete the Leios CIP draft in preparation for implementation phase and community endorsement. All sections should be populated with text, tables, and figures, but they will be revised later as the protocol evolves, as new analyses are completed, and as reviewers comment on the draft.

Definition of Done

• Complete drafts of all sections
• Include latest specification
• Include latest analyses
• v1 CDDLs
• Seek feedback from stakeholders on organization and content

Two sections (network mini protocols and Haskell simulation realism) were added to the second technical report in #422, but some of that information may be migrated to the draft CIP.
