Everyone can add comments to other notes

@Resaki1 had already an idea:
Notes could be added directly to the board and stacked. To make this more intuitive, we could add a feature that allows users to create a new note directly within the stack view. This could be done by providing a clickable field in the stack view where users can create a new note that automatically becomes part of the stack.
