Move CI to GitHub Actions

We should move the CI to be GH actions based instead of Jenkins so that we can ensure that the native CLI builds work on all platforms. Currently the PR and branch builds are only natively compiled on Linux.

CLI native builds added. Tests are still executed on Jenkins with linux only, to avoid reaching GH actions monthly free usage limit.
