Introduce codemeta.json

The repository should describe itself through a codemeta.json file https://codemeta.github.io/user-guide/ . In order to keep CITATION.cff synchronized, https://github.com/caltechlibrary/codemeta2cff can be used to generate it from the future codemeta.json .
