Add index/label image to ROIs converter #111
Description
We are in the process of merging this imagej/pyimagej#283 PyImage PR which brings in conversion support for index (i.e. label images) to ImgLib2 ROIs (which then can be converted to original ImageJ ROIs if desired). While this is nice for now, these functions really should live as a converter plugin in imagej-common.
