Which assets I should download and how to setup it?

I'm on Windows with .NET 4.8.3761.0 (from Accessibility.dll). I only want to run a jar interactively like with java -jar. There are so many assets I don't know which to download and how to setup it. I'm not developer. Just a normal user want to run jar with ikvm. I don't have either nuget or maven. I don't know how to use them either. Please help.

IKVM-8.2.3-bin-net461.zip doesn't contain ikvm.exe, IKVM-8.2.3-tools-ikvm-net461.zip seems to be right.
