[Unknown Mod][Combat] Add a bouton to extend the logs area to the top of the screen

Add a bouton, for example in the middle of the bar at the top of the frame, to extend the logs area to the top of the screen (or to the top of the window in higher resolutions) to allow for more comfortable consultation when necessary.
The same button also allows to reduce the logs area.

In fheroes2:

This can be implemented directly in fheroes2.
