I would even add to this mechanism "suspended" and "zombie" identities regardless of their score. -> Identities with a score below 92% as well as "suspended" and "zombie" identities aren't allowed to participate in the upcoming reports session. |

Regardless of their status, identities with a score below 92% shouldn't be able to participate in the report session.
This wouldn't apply to candidates as they haven't established a score yet. Identities with a score below 92% often are secondary or tertiary identities validated by a single person.
Flip farms also often struggle to maintain a high rate of identities with a score above 92% due to their incentive to manage multiple identities. This is particularly true for flip farms that don't replenish their stake and for which getting a low score doesn't matter so much. The strategy for those flip farms is to get as many identities as possible in order to maximize their APY and validation rewards. This is at the cost of running identities with lower score. However, this lower score isn't as impacting as it could be because those flip farms don't stake high amounts of iDNAs on their identities. Losing identities is part of their strategy as lost identities are constantly renewed with a pool of fresh identities.
