Should we automatically resubmit accepted projects that couldn't receive funding?

I think we are going to run into a situation this cycle where Fling DEX proposal gets disqualified after not submitting a progress report for two straight cycles.

Sounds like their reasoning is that they no longer wanted to work on the project after waiting a couple months for their proposal to get bnUSD allocation.

Maybe giving a full refund and making them resubmit every cycle is a better idea?
