Add support for pre-transformation hooks

Supporting transformation hooks would allow to remove some of the code from the core.

For example, a project that doesn't need pull requests labels doesn't need the extra GitHub API call to retrieve those. Similarly, I'd be interested to extract some amount of data from the commits, but I don't want to incur those extra API calls to everybody.
