Create Lineitem if missing and possible

We currently only handle the case where the consumer creates a lineitem for us and sends it with the launch.

We can support the following case:

• It's an AGS launch
• They only send a lineitems endpoint (w/o a pre-created lineitem)
• If we have the LineItem scope, then we could create the lineitem for ourselves and proceed as normal
