feat: udtf support #11625

Is your feature request related to a problem?
I would like to use ibis since we are a data egineering team moving from spark to snowflake. It ticks many boxes which would be in favour of choosing it instead of snowpark.
The two main downsides that speak against choosing ibis are
- A dependency and maybe not nessesary abstraction layer
- No possible implementation of udtf https://docs.snowflake.com/en/developer-guide/snowpark/python/creating-udtfs
Is there a possibility to use udtf's in ibis?
