Does lsp_code_actions return all available code actions in the buffer

The builtin neovim lua API vim.lsp.buf.code_action() returns code action available at the current cursor position.

I wonder whether fzf-lua's lsp_code_actions method does the same? Or does it returns all available code actions in the buffer?
