[feature] Remove autogen dependency #229
Description
autogen is a bash script with some Python and isn't particularly portable. It should be replaced by a better tool.
Some potential replacements.
- google/addlicense has a better architecture and is written in Go but only supports a few license types and doesn't support no license.
- https://github.com/korandoru/hawkeye is fairly flexible but requires yet another configuration file in the repo. It doesn't seem to be in the Aqua registry so it's not easily installed and managed.
