page-break avoid doesn’t work

Unfortunately it seems to be impossible to avoid headings at the end of a page (print PDF).
I tried "page-break-after:avoid", "break-after:avoid-page" and "page-break-before:avoid" with the followed paragraph.
Is this a bug or is there a solution?

This is a known issue in WebKit.
