I have encountered this problem when resuming from hibernate, and can consistently reproduce it. Some notes regarding the behavior:
My system is a fresh minimal install of Arch Linux with wayland and hyprland installed manually. Perhaps my case will present itself to be easier to pinpoint because of this. Some diagnostics I did:

@TheSunCat Do you use Alacritty as your terminal manager? I can reliably reproduce choppy workspace swipe when I wake from hibernate, and have Alacritty as a active window. Swiping between workspaces when any other window is present is smooth. |

Describe the bug
Whenever swiping to another workspace, if you hold the gesture (leave fingers on the trackpad) while you complete the gesture action (swipe as if you are completely on the new workspace), then you may sometimes not end up in the new workspace until moments after (instead holding an intermediary position during that time, hence choppy).
This is impractical because I would hold so I can gesture back to the previous workspace quickly without having to let go of the trackpad (efficiency aspect) or control of the percentage of the screen to view (feature aspect).
Reproduction steps
Hold swipe while performing a complete workspace swipe option.
The action performed should be with modest to fast speed. The faster, the more likely to occur. It also seems more likely to remain in the "choppy" state for a longer duration of time when the gesture is done faster.
Repeatedly swipe quickly, but lift the hand off the trackpad for each attempt, as there is a chance the problem will occur for each gesture. If you can replicate in a single gesture, holding that gesture and repeatedly swiping with the given gesture (not lifting the hand) lets you repeatedly experience the bug.
