Incorrect workspaces after moveworkspacetomonitor with fullscreen

Problem

When having an application in fullscreen and moving it to the other monitor with moveworkspacetomonitor no new workspace is moved to the now empty monitor.

how to reproduce

• new hyprland
• open terminal

$ hyprctl workspaces
workspace ID 1 (1) on monitor DVI-D-1:
        monitorID: 0
        windows: 0
        hasfullscreen: 0
        lastwindow: 0x0
        lastwindowtitle:
        ispersistent: 0

workspace ID 2 (2) on monitor HDMI-A-1:
        monitorID: 1

        hasfullscreen: 1
        lastwindow: 0x22b0eb20
        lastwindowtitle: hyprctl workspaces ~/D/g/hyprland
        ispersistent: 0


$ hyprctl dispatch moveworkspacetomonitor 2 0
ok
$ hyprctl workspaces
workspace ID 2 (2) on monitor DVI-D-1:
        monitorID: 0
        windows: 1
        hasfullscreen: 1
        lastwindow: 0x22b0eb20

This problem happens with the hyprland-debug, built from newest git (6a1baa8).
