Borders blinking in hdr

Describe the bug

I HDR mode, window borders are blinking when swapping focus

Reproduction steps

Put the monitor in hdr mode following the wiki
monitor = DP-1, preferred, auto, auto, bitdepth, 10, cm, hdr, sdrbrightness, 1.2, sdrsaturation, 0.98

• Open 2 windows
• Swap focus between windows or open other windows

Sorry for the video quality but screencasting has some issue with hdr, and it is worse using portal.

Need hyprctl systeminfo -c to test. Does it happen in latest git? Might be fixed in #10364
