Add Support for STREAM Receipt Frame #451
Description
Currently, the STREAM RFCs file is out of sync with this repo because a new STREAM frame was added as part of interledger/rfcs#570.
Quilt should add support for this new frame. Once it does, the changes introduce here should be reverted so that we can tell if our STREAM test vectors are out of sync with the spec.
