h3-webtransport release

Hello!
I'm trying to make a transport integration for rust-libp2p library based on your implementation of h3-webtransport. But there is a problem with releases, so I just can't compile my code. Do you plane release with updated dependencies? If yes, please tell dates.

I think i can make a new release later this week. I first wanted to wait untill #271 is merged, but I need some more time to figure some things out.

@darioalessandro as far as i know, you are the only owner for h3-webtransport on crates.io. Do you mind adding the hyperium h3 team https://crates.io/teams/github:hyperium:h3 as owners?

There is a question. As I can see, I have to add h3-datagram (and h3-quinn = { version = "0.0.8", features = ["datagram"] }) to a project despite I don't use datagram (enable_datagram(false)), isn't it?

I tried compiling without h3-datagram, but not successfully.

h3-webtransport depends on h3-datagram. Maybe it is possible to reexport the types with the bext release, so you dont have to add h3-datagram explicit.

I just would like to be ready when my colleagues ask me why I added features = ["datagram"] if we don't use daragarms?
